I grew up around Gavins Point Dam stretching across the boundary of Nebraska and Iowa. Severe flooding on the upper Missouri may be a rare event, but harsh criticism of the corps isn't. For decades, stakeholders up and down the river have waged a fierce struggle over how the corps has managed water releases from the great Missouri River reservoirs -- struggles triggered equally by periods of low water as this year's high water.

ABC News reports that people are reacting to the Army Corps of Engineers decision to release even more water into the raging river Sunday. Some people in the flooded breadbasket farmlands are also reacting to the federal government mailing letters to them, notifying that the Army Corps of Engineers will buy their all but now ruined land, in what some rights defenders say has hallmarks of United Nation Agenda 21's Wildlands Project that abolishes private property.

This Cave Editor lives in Nebraska and grew up around Gavins Point dam, the last dam in the reservoir system that moves water out of the huge Missouri River Basin that stretches into Wyoming and Montana. A series of 6 hydroelectric dams with 6 huge water reservoirs behind each of these dams, move water downstream in a controlled manner from dam to dam. The US ARMY corp of engineers oversees these 6 dams and the volumes of water that will eventually pass by Nebraska's two nuclear plants next to the flooding Missouri River. There has been long-term issues (years) with the US Army's engineer corp using RESERVOIRS as "lakes" for recreation (high water volumes of water stored in reservoirs behind dams) and with Federal endangered species legislation (high water volumes of water stored in reservoirs behind dams) and not using the Missouri River Reservoir System for flood control purposes. Long term flooding throughout the summer and maybe longer is called "mismanagement and incompetency" by many living in the states of North Dakota, South Dakota, Iowa and Nebraska and Missouri is flooding now. It is said it takes 10 days for water to travel from Montana to St. Louis
